How does technical evidence become something a resident can use?
Reporting begins with the question a person is actually trying to answer, gives the direct answer first, and then opens evidence, meaning, limitations, and sources only as the reader needs them.

How this changes the question
Technical accuracy is not enough if residents cannot see how a number reaches their home or their town. The reporting layer translates without hiding uncertainty, and it lets specialists continue to the source.
