How does strategy become a manageable body of work?
The portfolio layer gathers programs, projects, studies, decisions, and follow-ups into one view. It shows what the Town is already carrying before another request is evaluated.

- It supports the crucial shift from “Does this one item fit?” to “What does it do to the whole path residents are already carrying?”
Why it matters
How this changes the question
A line item can look small relative to a townwide budget and still matter when added to school growth, debt, capital, services, and prior household increases. Conversely, a large item may be essential. The portfolio makes that context visible.

Capture work without pretending every row is equally mature.

Connect each item to strategy, roles, assets, funding, dependencies, and decisions where evidence exists.

Treat unanswered questions as managed follow-up rather than silently empty fields.

Use the portfolio to identify sequencing, duplication, collisions, and cumulative obligations.
Limits and unresolved work
What this does not yet prove
- The workbook is an early working register and is not a complete or official Town portfolio.
- The private source includes Sherie follow-up fields and is deliberately not distributed in this public package.
- Owners, statuses, costs, and dependencies still require controlled validation against authoritative Town sources.
