What is real today—and what still has to be built?
The platform already has a working explanatory method, governed data controls, substantial accepted evidence, visual architecture, reporting prototypes, and scenario models. It is not yet one fully normalized, adopted, automatically refreshed municipal operating system.
What the evidence shows
What supports this answer
- The private snapshot and checksums establish the pre-Finance-Committee state of principal workbooks, methods, architecture, and supporting documents as of August 25, 2026.
- Accepted reporting contracts now exist for important subjects, while other sources remain discovery-only, nonnormalized, missing, quarantined, or awaiting adoption.
- Whole Picture, Capital Management, Understanding Together, the Balanced Scorecard, asset registers, portfolio controls, and BUC scenarios each demonstrate a different part of the connected platform.
- A quality framework now documents seven separate evidence tests and the current absence of one universal suspect-data filter; a service register documents portability and retirement obligations outside the database.
Why it matters
How this changes the question
Honest maturity makes the work more credible, not less. A reader can distinguish a real working capability from an intended connection, and future development can proceed without pretending unfinished evidence is established fact.

Record blockers and missing sources beside the story they affect.

Preserve releases and crosswalks so later improvements never erase what existed before.

Move reusable platform capability away from Wilbraham-specific evidence only when licensing, privacy, governance, and product boundaries are clear.

Use future resident, specialist, decision-maker, and legal review to refine both the system and its explanation.
Limits and unresolved work
What this does not yet prove
- This maturity assessment is authored from the inspected August 25 snapshot and has not been independently certified.
- A strong prototype is not the same as an adopted Town operating process or a commercially ready product.
- Ownership, public-record, work-made-for-hire, conflict, licensing, and trademark questions require qualified legal advice based on the facts and agreements.
