What are we responsible for sustaining—not just buying?

Asset management connects a proposed expense to the buildings, land, roads, systems, memorials, software, data, and public places residents expect to keep working over time.

What supports this answer

  • Candidate physical and capital registers begin to identify the assets behind requests, recommendations, and recurring obligations.
  • A separate software and data register recognizes that the systems supporting municipal work also require ownership, maintenance, security, and replacement planning.
  • The accepted 2021 Capital Needs Assessment contract currently supports exactly 297 numeric, source-verified projected schedule rows; 151 source blanks remain NULL and are excluded from totals.

A capital request is only one moment in an asset’s life. The real question includes condition, service purpose, maintenance, timing, alternatives, operating effects, future replacement, and what happens if the work is deferred.

Limits and unresolved work

What this does not yet prove

  • The broader 2021 CNA remains study_wide_complete=false and publishable=false; its accepted narrow projection contract must not be generalized.
  • The 297 values are 2021 source projections, not current condition, budgets, appropriations, contracts, spending, or completed work.
  • Candidate asset registers are not yet a complete authoritative asset inventory.
