What does the whole system do for one real decision?
It carries a decision from purpose to evidence to alternatives without dropping the connections a person cannot reliably hold alone. The BUC journey shows how one practical detail can travel through the entire system and change the final civic choice.

- The portfolio and asset layers place the BUC and Senior Center within the work and obligations Wilbraham is already carrying.
- A Senior Center parking-lot connection moves through access, safety, circulation, shared use, site design, cost, operating impact, risk, and neighborhood character—not merely a site-plan checkbox.
- The scenario model is designed to compare the supported lifecycle result of each viable path, then return the difference to the Balanced Scorecard balancing questions.
Why it matters
How this changes the question
This is the platform’s most important connection. Once legal, regulatory, operational, and financial work has removed paths that are not truly available, the difference between the viable paths becomes knowable. That is where residents and decision-makers can finally ask whether the cost and risk are worth what each path preserves or changes.

Limits and unresolved work
What this does not yet prove
- The BUC workbook demonstrates the architecture but does not yet contain every validated input needed for final scenario totals.
- The Atlas does not claim that any BUC scenario is adopted, funded, recommended, or ready for a Town vote.
- The post-decision results-and-learning loop is part of the intended system but is less mature than source intake and analytical comparison.
