How does evidence become reporting without losing control?
The operating-control system separates discovery, loading, technical acceptance, reporting adoption, and public use. It makes responsibility visible so “the data exists” is never mistaken for “the claim is ready.”

The system’s credibility depends as much on what it refuses to blur as on what it can calculate. A clear chain of custody lets a reader see who established a fact, who tested it, and what remains outside the evidence.
