Purpose: establish the boundary between the complete private preserved evidence and the files copied into the shareable Atlas.

## Direct answer

The complete private snapshot remains preserved. The shareable Atlas includes only material that passed the first distribution screen and is needed for the public walkthrough. An artifact that is not distributed is still represented in the Atlas narrative and private inventory; it has not been silently discarded.

The ER copy excludes build tools and machine-specific operational evidence that are not necessary for a public architecture walkthrough. It does not alter the sealed source package. The database-quality framework replaces three private source paths with logical evidence labels; its analytical content and limitations are unchanged. The external-services register contains no credential values or protected account identifiers.

The Wilbraham illustration is an AI-assisted interpretive composition. It is not represented as a surveyed map, exact architectural record, official Town image, or substitute for the source photographs. The public package includes the Sherie-accepted final illustration at SHA-256 `f40cf948b5c02be124b75210a45877ef9db94158fbe449de8504a608ce90e3ea` because it is necessary to the Atlas's explanatory identity; it preserves a method note and withholds the source-photo collection. Legal counsel should review any ownership, authorship, licensing, registration, or broad-publication conclusion that goes beyond this distribution screen.

## Screening performed

The six workbooks were imported through the spreadsheet artifact review library and inspected for workbook structure and selected distribution risks. Their package structures were also checked for external workbook parts, worksheet hyperlinks, comments, custom XML, and VBA. The screen looked for contact-pattern data, personal-follow-up indicators, local machine paths, local service addresses, and credential-related terms. It is a distribution screen, not a legal opinion or a complete privacy, copyright, accessibility, or records-law review.

## Preserved limitations

- Missing means not established; it never means zero.
- A source may be preserved without being publishable.
- A workbook may be technically safe to open and still not be substantively ready to share.
- Inclusion does not make an artifact an official Town or Finance Committee report.
- This assessment does not decide ownership, public-record status, copyright, trademark, employment, or conflict-of-interest questions. Legal counsel should evaluate those questions using the complete private evidence and the circumstances of creation and use.
